Sanctuary past and present

What is “sanctuary” and why has it reappeared as a key campaigning issue among those who advocate for migrants? This paper considers continuity and change in ideas about sanctuary in both the religious and secular traditions. It examines the contemporary Sanctuary Movement in North America and Europe, and the implication of efforts to protect migrants by means which challenge the authority of the state.
